The United Nations Secretary, Antonio Guterres, has urged Pakistan and India to show “maximum moderation” since both countries imposed diplomatic measures of Tit-Forfor Tat on a deadly attack on the Kashmiro controlled by India.
The attack took place in Pahalgam, a tourist access point in Kashmir occupied by India that attracts thousands of visitors every summer. The gunmen opened fire against visitors, killing at least 26 people, all men from all over India, except one from Nepal, and hurting another 17.
“The Secretary General is obviously following the situation very closely and with great concern,” his spokesman Stephane Durric said on Thursday to journalists in New York.
“We appeal a lot to both governments … to exercise maximum restriction and ensure that the situation and developments we have seen do not deteriorate anymore.”
To a question, the spokesman said that the UN Chief has not had any direct contact with the leadership of India and Pakistan.
Dujarric said: “We believe that any problem between Pakistan and India can be and should be solved peacefully through a significant mutual commitment.”
He specifically asked to comment on the suspension of India of the Indo Water Treaty, Dujarric said: “I think this would be under the rubric of us appealing for the maximum restriction and not take any action that deteriorates the situation or would further increase tensions in a tense area.”
In an informative session on Thursday, the spokeswoman for the United States Department of the United States, Tammy Bruce, also touched the elaboration of crisis in southern Asia.
“It is a situation that changes rapidly and we are monitoring it closely … now we are not taking a position on the state of Kashmir or Jammu,” he said, adding that this was all he had to say on the subject.
Pakistan has announced the suspension of trade and the closure of air spaces with India, among other movements, since it represents the series of aggressive measures of New Delhi against the country after the mortal attack.
Among the actions of India was the Unilateral Movement to suspend the 1960 Indo Water Treaty, which was negotiated by the World Bank and has suffered through wars and decades of hostility.
Pakistan made retaliation decisions during a meeting of the National Security Committee (NSC) in Islamabad on Thursday, convened to formulate an answer to India. President by Prime Minister Shehbaz Sharif, the meeting was attended by senior government and military officials, including the Minister of Defense, Foreign Minister, the Minister of the Interior, the National Security Advisor and the heads of the Armed Forces, among others.
According to a statement issued by Prime Minister’s office (PMO), the meeting participants discussed the national security environment and the regional situation, particularly following the Pahalgam attack.

“By expressing concern about the loss of tourists’ lives, the Committee reviewed the Indian measures announced on April 23, 2025 and called them unilateral, unfair, politically motivated, extremely irresponsible and without legal merit,” the statement added.
The NSC announced a series of measures in retaliation for “reckless and irresponsible behavior of India, which ignores international conventions, the resolutions of the UN Security Council and international obligations at will.”
Pakistan also announced to close the border with Wagah with India.
“Pakistan will exercise the right to enter into all bilateral agreements with India, including, among others, the Simla Agreement in suspense, until India gives up his manifest behavior of promoting terrorism within Pakistan; transnational murders; and not adherence to international law and the resolutions of the UN in the Cashmira,” said the PMO statement.
