• Think Tank sees the 13PC fall in general violence in the first quarter of 2025
• KP, Baluchistan represent 98pc of deaths
Islamabad: Deaths among outlaws exceeded civil and security losses in the first quarter of 2025, the first time this happened during the last 12 years.
In its report for the first quarter of 2025, the Center for Research and Security Studies (CRSS) also said that general violence decreased by 13 percent compared to the last quarter of 2024.
The period under review saw some promising trends in the Pakistan security scene, such as the deaths of militants and insurgents exceeded in number the cumulative losses of civilians and the personnel of the security forces for the first time in 12 years. In particular, less fatal losses between civilians and security forces were observed, compared to the fourth quarter of 2024 and almost 13 percent of the reduction in general violence was reported.
“Despite the progress, KP and Baluchistan remain epicentres of violence, representing 98 % of all deaths, with attacks that grow bolder tactics and militants that evolve, including unprecedented secretion of kidnapping of Jaffar Express.
General toll
During the first quarter of 2025, the country witnessed 897 deaths linked to violence and 542 injuries between civilians, security personnel and outlaws.
The victims, for a total of 1,439, emerged from 354 incidents of violence, including terrorist attacks and anti -terrorist operations.
Compared to the fourth quarter of 2024, up to 1,028 deaths were recorded, these figures mark almost 13 percent decrease in general violence.
Regional impact
Most of the deaths and incidents of violence were recorded in the provinces of Khyber Pakhtunkhwa and Baluchistan, with both more than 98pc of all deaths and incidents of 94 percent, cumulatively.
Individually, while KP suffered more than 63 percent of all deaths related to violence, compared to the fourth quarter of 2024, he witnessed a promising reduction in violence of 18 percent.
Baluchistan suffered 35pc of all deaths in the period under review. However, compared to the last quarter, registered an alarming increase in 15 %violence.
Specific analysis of victims
Against 495 outlaws eliminated, civilians and security personnel suffered 402 deaths, which represents almost 19 percent less losses compared to outlaws.
Their combined losses represented almost 45PC of all deaths compared to the outlaws that make up more than 55PC of total registered this quarter. It is for the first time in 12 years that the number of fatalities of the outlaws exceeded the combined deaths of civilians and security forces.
Equally positive, civilians and security personnel suffered almost 50 percent and 13 percent less fatal losses, respectively, in the period under review compared to the fourth quarter of 2024. In contrast, the deaths of the outlaws, including militants and insurgents, increased by more than 20 PC.
CLAIMS OF PROHIBITED ATTENDS
According to claims and newspaper reports, the number of deaths due to violence claimed by the militant and insurgant attire seemed to have fallen into the first quarter of 2025 of 316 in the fourth quarter from 2024 to 229, marking a 28pc decrease.
More than 500 people suffered violence (313 deaths and 217 injuries) during the sacred month of Ramazan with several prohibited groups, including the Tehreek-i-Taliban Pakistan (TTP) group, the TTP-Gul Bahadur group, IS-KHorasan, Bla and the Sindhudesh Revolutionary Army, claiming these attacks.
