The United Nations Secretary, Antonio Guterres, has urged Pakistan and India to show “maximum moderation” since both countries imposed diplomatic measures of Tit-Forfor Tat on a deadly attack on the Kashmiro controlled by India.
The attack took place in Pahalgam, a tourist access point in Kashmir occupied by India that attracts thousands of visitors every summer. The gunmen opened fire against visitors, killing at least 26 people, all men from all over India, except one from Nepal, and hurting another 17.
“The Secretary General is obviously following the situation very closely and with great concern,” his spokesman Stephane Durric said on Thursday to journalists in New York.
“We appeal a lot to both governments … to exercise maximum restriction and ensure that the situation and developments we have seen do not deteriorate anymore.”
To a question, the spokesman said that the UN Chief has not had any direct contact with the leadership of India and Pakistan.
Dujarric said: “We believe that any problem between Pakistan and India can be and should be solved peacefully through a significant mutual commitment.”
He specifically asked to comment on the suspension of India of the Indo Water Treaty, Dujarric said: “I think this would be under the rubric of us appealing for the maximum restriction and not take any action that deteriorates the situation or would further increase tensions in a tense area.”
However, only a few hours after the UN requested restriction, Pakistan and India troops exchanged fire during the night through the control line (LOC), authorities said on Friday.

“By expressing concern about the loss of tourists’ lives, the Committee reviewed the Indian measures announced on April 23, 2025 and called them unilateral, unfair, politically motivated, extremely irresponsible and without legal merit,” the statement added.
The NSC announced a series of measures in retaliation for “reckless and irresponsible behavior of India, which ignores international conventions, the resolutions of the UN Security Council and international obligations at will.”
Pakistan also announced to close the border with Wagah with India.
“Pakistan will exercise the right to enter into all bilateral agreements with India, including, among others, the Simla Agreement in suspense, until India gives up his manifest behavior of promoting terrorism within Pakistan; transnational murders; and not adherence to international law and the resolutions of the UN in the Cashmira,” said the PMO statement.
During his weekly press conference on Friday, the spokesman of the Ministry of Foreign Affairs, Shafqat Ali Khan, reiterated the steps announced by the office of the Prime Minister yesterday after the Me dehli’s measures against Pakistan following the attack.

He stressed that the position of the committee reflects the feelings and aspirations of the Pakistani nation.
“The whole country is united behind the decisions and actions of the NSC,” said the president, adding that “india -free accusations and irrational measures” lack credibility or justification.
Interior Minister Naqvi reiterated the firm resolution and preparation of Pakistan to defend his sovereignty, adding that “the enemy should not be under any illusion.”
“Pakistan’s defense is impregnable,” he said.
The meeting stressed the commitment of leadership with national security and its collective position against external provocations.
Informed diplomats
Inform the Mission and Diplomat Chiefs based in Islamabad about the development situation today, the Ministry of Foreign Affairs, Amna Baloch, described the key conclusions of the NSC meeting, categorically rejecting the accusations without foundation of India that link Pakistan with the attack.
According to a position in X, the Foreign Secretary warned that India’s attempts to arm terrorism for political profits threatened regional peace and security.
He also warned against the stairs of India and reaffirmed Pakistan’s resolution to respond firmly to any aggressive movement.
