The United States agreed on Tuesday to resume military aid and the exchange of intelligence with Ukraine after the conversations in which kyiv said that he would accept an US proposal. For a high fire of 30 days in his conflict with Russia, countries said in a joint statement.
The United States Secretary of State, Marco Rubio, said that the United States would now take the offer to Russia, and that the ball is on the Moscow court.
“The president wanted this war to end yesterday … So our hope is that the Russians respond ‘yes’ as quickly as possible, so that we can reach the second phase of this, which is a true negotiations,” Rubio told journalists, referring to the president of the United States, Donald Trump, after more than eight hours of conversations in Jeddah.
The Kremlin launched a large -scale invasion of Ukraine three years ago, and Russia, which has been making progress, now has about a fifth of the territory of Ukraine, including Crimea, which it attached in 2014.
Rubio said Washington wanted a complete agreement with Russia and Ukraine “as soon as possible.”
“Every day that passes, this war continues, people die, people are bombarded, people are injured on both sides of this conflict,” he said.
How Moscow would respond was far from being safe.
Russian President Vladimir Putin said he is open to discussing a peace agreement. But he has ruled out territorial concessions and said that Ukraine must completely withdraw from four Ukrainian regions claimed and partly controlled by Russia.
The Ukrainian president, Volodymyr Zelenskiy, who was in Saudi Arabia but did not participate in the conversations, said that the high fire was a “positive proposal”, which covers the first line in the conflict, not only fighting by air and sea.
In Saudi Arabia, the United States and Ukraine also said that they agreed to conclude as soon as possible an integral agreement to develop the critical mineral resources of Ukraine, an agreement that has been in process for weeks and was thrown to Limbo by an acrimoninary meeting of the White House among the US Republican President and Zelenskiy last week.
A Zelenskiy main assistant said the security guarantee options to Ukraine were discussed with US officials. The wizard did not detail the options. Security guarantees have been one of kyiv’s key objectives, and some European countries have expressed their willingness to explore peace maintenance.
Rubio said the plan will be delivered to the Russians through multiple channels. Trump National Security Advisor Mike Waltz told reporters that he would talk to his Russian counterpart in the next few days.
In the joint declaration, Ukraine reiterated that European partners should participate in the peace process. The NATO general secretary, Mark Rutte, will be at the White House on Thursday.

Waltz said that the initial resumption of military assistance for Ukraine would imply teams from US reserves. This was approved by the former president of the United States, Joe Biden, using the so -called presidential reduction authority, before leaving office, and detained by Trump after the acrimony of the White House meeting.
As diplomacy develops, positions on the battlefield of Ukraine have been under strong pressure, particularly in the Kursk region of Russia, where Moscow’s forces have launched an impulse to eliminate kyiv troops, which had been trying to hold a land patch as a negotiation chip.
Ukraine during the night launched its greatest drone attack against Moscow and the surrounding region so far, demonstrating that kyiv can also obtain large blows after a constant flow of missile attacks and Russian drones, one of whom killed 14 people on Saturday.
The attack, in which 337 drones were shot down by Russia, killed at least three employees of a meat warehouse and caused a short closure in the four Moscow airports, Russian officials said.
Ukraine said that his drones hit an oil refinery near Moscow and an installation in the Oryol de Russia region, while Hungary said that shipments of crude oil through the Russian Druzhba pipe were suspended after the attack.
American and Russian officials met in the Saudi capital in February in a rare encounter between the former enemies of the Cold War. The discussions were largely focused on restoring ties after almost total freezing in the official Biden contact, Trump’s democratic predecessor.
