Before a vote on Monday, the United States had been pressing countries around the world to oppose a resolution presented at the United Nations General Assembly by Ukraine and European countries on the third anniversary of the War in Ukraine and support A United States resolution project instead.
But ultimately, after European countries obtained support for three amendments to the resolution of the United States, the Trump administration was forced to refrain from its own resolution.
The amendments replaced the language that refers to the “conflict of the Russian-Ukraine Federation” with “the large-scale invasion of Ukraine by the Russian Federation”; He added a commitment to the territorial integrity of Ukraine within the internationally recognized borders; and expanded the writing on a “lasting peace” between Ukraine and Russia to a “just, lasting and integral peace”, “in line with the United Nations Charter and the principles of sovereign equality and territorial integrity of the states” .
“These amendments pursue a war of words instead of an end of the war,” said the United States ambassador to the UN Dorothy Shea shortly before the vote. “The attempt to add this language remains value to what we are trying to achieve with this prospective resolution, a firm consensus of the members of this body to join behind a resolution that requires the end of this conflict.”
Despite the lack of support in the United States, the US resolution with the new language was adopted by the UN General Assembly with 93 votes in favor, eight against and 73 abstentions.
The competitive resolution of Ukraine co -o’clock by European countries also approved despite the active opposition of the United States with 93 votes in favor, 18 against and 65 abstentions. The United States was among the 18 countries that voted against the resolution, including Russia, North Korea, Belarus and Sudan. China and Saudi Arabia were among the 65 countries that abstained.
An internal memorandum sent to all diplomatic positions in the United States on Saturday had instructed the head of each mission of the United States to “involve host governments at the highest possible levels” and urge them to support the resolution of the United States and encourage Ukraine to withdraw their own resolution, “which does not advance the objective of the United States to achieve lasting peace.”
The United States will once again ask the world to support its resolution on Monday afternoon at the UN Security Council, where you can veto any amendment to its language presented by other members.
American diplomats were also told to ask countries to vote against a Russian amendment proposed to the US resolution, according to the diplomatic note seen by NBC News. The Russian amendment would add a language saying that the “root causes” of the conflict must also be addressed.
Reuters first reported the memorandum.
The resolution of Ukraine, which presented last week, demands the immediate withdrawal of the Russian forces “of the territory of Ukraine within its internationally recognized borders.” The United States does not support that lawsuit and Trump administration have recently suggested that Ukraine would probably have to give up some territory as part of a peace agreement.
The resolution of Ukraine also refers to the ongoing hostilities as a “war”, a word that is omitted from the text of the United States resolution, and from which Russia has remained away since Ukraine invaded in 2022.
“President Trump is committed to ending the Russian-Ukraine war and a resolution that leads to lasting peace, not just a temporary pause,” said Secretary of State Marco Rubio in a statement on Friday. “The United States has proposed a simple historical resolution in the United Nations that we urge all member states to support to draw a path to peace.”
