The mother of the investigation journalist Ahmad Noorani requested on Wednesday the Superior Court of Islamabad for the recovery of her two brothers, who, according to the supplication, were “disappeared by force” by their reports.
Noorani, based in the United States, who works for a media called FacusHe recently published a research report on a high -ranking military official and his relatives.
The request, a copy of which is available with Dawn.comIt was presented under article 199 of the Constitution and mentioned the Federation of Pakistan through the Secretary of the Interior, the Ministry of Defense through its secretary, the inspector general of the Islamabad Police, Syed Ali Nasir Rizvi, and the officer of the house of the station (SHO) of the Noon Police Station of the Federal Capital as respondents.
The petitioner said that his two children, Saifur Rehman Haider and Muhammad Ali, were “disappeared by force” of his house of Islamabad at 1:05 am by “seemingly unknown officials belonging to the country’s intelligence agencies. He mentioned that they were brothers from Noorani, and added that he had “recently informed” in a military officer in service.
“It is quite clear that his brothers have been subjected to forced disappearance as a clear retaliation aimed at silencing the journalism of Noorani,” said the petition.
The mother said she had presented the request for habeas corpus in the light of “illegal and unconstitutional actions by public officials who have resulted in serious violations of constitutionally guaranteed fundamental rights” of their two children and their relatives.
The petition argued that the facts and circumstances surrounding the “kidnapping” of the brothers, “as well as the way in which the kidnapping was carried out, indicated that the same is a state disappearance, perpetrated by [intelligence] Agencies, “and added that the two were engineers and had nothing to do with the reports and investigation journalism of Noorani.
She said she had submitted a request for the registration of a first information report (FIR) but that none had been submitted.
The petition argued that the brothers were “subject to collective punishments due to intrepid research reports of their brother, including most of the military.”
He asked the court to order the respondents to track and produce the two brothers immediately before him.
He also urged the Court to direct the respondents to identify and investigate those responsible, directly or indirectly, to illegally kidnap and stop the two men.
The Court was also asked to process those responsible for the crimes that were declared guilty of committing under the law and ordering respondents to reveal information about any FIR or cases presented against the two brothers.
The petition also sought the access of the two brothers to their lawyer and family according to the constitutional safeguards.
He also asked the court to order the respondents to reveal before the charges against the two men and the place of detention in which they were being maintained.
Finally, the Court was asked to order the respondents to grant the two men the right to be visited by their family.
According to the application of FIR attached at noon, around two dozen unknown people broke into the house around 1:05 am and tried to break the main door of the house.
He continued that the family locked himself in a room above worried about their safety.
However, the individuals, after entering the house in the house jumping on the walls, broke the door of the upper part.
He added that the mother was in contact with Noorani throughout the incident through a cell phone and as soon as people saw her on the phone, they snatched her and disconnected the call.

‘Implacable repression of dissent’
The Global Human Rights Organization Amnesty International criticized the raid and the “forced disappearance” of the Noorani brothers as a “sign of relentless repression of dissent” in Pakistan.
“The absurd harassment of family members for the critical work of a journalist abroad is a shameless attack by the right to freedom of expression.
“Amnesty International urges the Pakistani authorities to immediately reveal the whereabouts of the two brothers of Noorani and guarantee their safe performance.
The incident was also convicted by the main journalist Matiullah Jan as “terrible and highly condemnable.”
He said that Islamabad police must “act fast” and track the brothers. “If they have committed a crime, then they must be formally accused and produced before a court of justice.
