Islamabad: In an attempt to reform the health sector, President Asif Ali Zardari approved on Sunday the amendment bill of the National Health Institutes (reorganization) 2025, whose objective is to reorganize the institution and also establish a cancer database.
The president also approved the amendment bill of anti -dumping tasks 2025 for legal clarity regarding the imposition of anti -dumping tariffs on projects financed by Chinese subsidies.
The National Assembly approved the NIH bill on August 12, 2025. “There is a great need to establish the National Cancer Registry to understand the real load of the disease and implement a National Action Plan for Cancer Prevention and Management Strategies to control the growing epidemic,” according to the bill.
“Through this bill, the structure and governance of the National Institute of Health will become more effective. The purpose of the amendment is to guarantee the reorganization of the institution and improve its performance,” said President Secretariat’s press wing in a press release. He said that the approval of the bill marked a significant step towards reforms in the health sector and institutional improvement.
The NIH bill said that the center “will ensure the registration of cancer patients in the central repository” to understand the real load of the disease and implement a national action plan for prevention.
It also provides management strategies to control the growing epidemic, collect data on cancer cases and establish a database of cancer patients.
Through this bill, the Government also aimed to promote awareness at the level of the Villa and Union Council and work with other government and non -governmental agencies whose objective was the eradication of cancer.
He said the center would record cancer cases under “confirmed cancer cases”, “cancer deaths”, “Cancer recoveries”, “hospitalized cancer pendency” and demographic information of cancer (age, sex, location).
According to the bill, the personal details of a cancer patient would not be revealed to any unauthorized person without the patient’s prior written consent.
The bill said that cancer cases were increasing worldwide to a remarkable rate. According to the Global Cancer Observatory, the total number of cases in Pakistan was 178,388 in 2020; And these figures were provided by the Punjab cancer record, which represented the population of Lahore and some parts of the Punjab center.
“Taking into account the general population of 220 million, these figures are a severe underestimation of the true load of cancer in Pakistan,” added the bill. He said that several attempts to establish a national cancer registry in the country had failed in the past due to resources limitations.
