Man charged in Ottawa woman’s murder had a history of intimate partner violence cases


The man accused of the first degree murder of a missing woman from Ottawa has a history of intimate couple violence, as shown in the judicial records.

Joshua Blair, 35, is accused of killing Rachelle Disroachers, 54, around March 16, as well as compromising an indignity to his body by throwing him into a garbage container.

Blair was initially accused of second degree murder. Earlier this week, an improved first -degree murder was presented in the Court.

Dinrohers was last seen live on Elgin Street on March 14, two days before his alleged murder, according to an announcement of the missing person issued by the Ottawa police in April. On Sunday, the police announced their alleged murder and the search for their remains in a local landfill.

Search efforts took place last weekend already this week. His remains have not been found.

Multiple arrests for domestic violence

According to the judicial records, Blair was accused in June 2023 of pranks below $ 5,000 for damaging a patio table, chairs and a television belonging to another woman with whom she was in a relationship. CBC does not name the woman because she is a victim of intimate couple violence, and CBC has not been able to communicate with her.

The court ordered Blair not to communicate or approach the woman, or three other people who shared their last name.

When Blair could not appear in the Ottawa Palace of Justice to be stored and photographed that same month, he was accused of not complying with a company.

On July 12, 2023, Blair returned to the Women’s House, where he opened the door of his house and entered. He was subsequently arrested and accused of not fulfilling a company to not communicate with the woman or her families, being less than 250 meters from her home, and the break and entrance.

On October 23, 2023, Blair declared himself guilty of the position of original mischief, in addition to being illegally in a home. The other charges were removed at the request of the crown.

Blair ‘ashamed’, the lawyer told the court

In his sentence, Blair’s then lawyer, Carey Maclellan, said his client was regretted by his actions towards his former partner.

“Joshua, from the moment one, has encouraged me to solve these issues to be able to assume the responsibility of himself. It seems to be ashamed. His emotions obtained the best of him,” Maclellan said at that time.

On the recommendation of the defense and the crown, the judge of the Court of Ontario, Robert Wadden, issued a 90 -day conditional sentence (house arrest) and a year of probation. Blair was ordered to stay away again and not communicate with the woman and three other people who shared their last name.

He was also ordered to attend and actively participate in a partner assault response program.

In July 2024, Blair was accused of violating his probation by not informing his probation officer. He declared himself guilty in February 2025 and received a suspended sentence and another year of probation.

The following month, around March 16, the Police alleged who murdered Discohers and eliminated his body in a garbage container. The accusations have not been tested.

In April, Blair was accused of violating his order of probation of 2023 for not attending advice of domestic violence between mid -October 2024 and mid -January 2025. That case remains before the Court.

Arrested twice in 11 days

On May 13, Blair was arrested and accused of illegally entering the house from which he agreed to stay away, hit and kick holes in the plaster panel, and violate his probation by not maintaining peace and being of good behavior.

It was later released that same day after publishing a bail of $ 1,000 in conditions to stay away from the house where I had entered illegally, and not possess tools to break into buildings or vehicles.

Eleven days later he was arrested again and accused of violating probation by not maintaining peace and being of good behavior.

That position was withdrawn at the request of the crown that same day. Also that day, Blair was accused of second degree murder and indignity to a body. It remains in custody and the next one will appear before the court on Friday.

Police have labeled with unfortunate Killing to Femicide. CBC has not been able to confirm how Blair and Dinroachers knew each other.

CBC communicated with Blair’s lawyer Jason Gilbert, but refused to comment at that time.
