Islamabad: President Asif Ali Zardari promulgated an ordinance on Sunday that trained the Federal Government to transform the Border Police (FC), a border security force, in the Federal Police to maintain the law and order, complement the agencies of application of the law and address the diverse security needs in a coordinated manner.
Shortly after the promulgation of the ordinance, the division of law and justice issued an official notification for this purpose. According to the ordinance, the border police were originally established to maintain the law and order in the border and border areas, ensuring the security of these critical regions and preserving public peace in remote territories.
However, the changing dynamics of national security, the growing frequency of emergencies, natural disasters, civil disturbances and other emerging threats required a more adaptable and versatile force to respond to such challenges.
“As the Senate and the National Assembly are not in session and the president of the Islamic Republic of Pakistan is satisfied that there are circumstances that make it necessary to take immediate measures,” the ordinance said. The ordinance called Ordinance of the Border Constabulary (reorganization), 2025, entered into force at the same time.

He said that the border police were displayed for the first time in Karachi about 25 years ago and then used in the Federal Capital. Later, it was deployed in Gilgit-Baltistan for the protection of the Chinese-Pakistan Economic Corridor (CPEC) and the main prey projects.
Before this ordinance, the use of force by the Government for VIP security often attracted criticism, but now, under the name of protecting “escort”, force can be used freely for the personal security of the elite.
The ordinance said the force would be headed by an inspector general to be appointed by the federal government. The FC, he said, will be used as a reserve force, to perform specialized tasks in the help of the Police of the territory of the capital of Islamabad, the provincial police forces and other security forces and agencies of security and application of the law.
The Federal Police will be under the General Command of the Inspector General, who will be assisted by the additional general inspectors, the Deputy General Inspectors and General Inspectors and other officers of the Pakistan Police Service (PSP), as appointed in the prescribed manner. It will compensate two divisions, namely, the Security Division and the Division of the Federal Reserve.
The structure of the Federal Police will include wings, companies and balls, commanded by officers of the Police Superintendent Range, Superintendent Police Assistant or Superintendent Deputy Police, Inspector, Subinspector and Assistant Subinspector, respectively.
The FC security division must include the existing force of the border police and will consist exclusively of the designated personnel through the traditional system prescribed by the regulations.
There will be a dedicated division for protection against Riot and special in the Federal Police called Division of the Federal Reserve. The Federal Police will have the powers enshrined in the Code of Criminal Procedure, 1898 (Law V of 1898), the Law of Antiterrorism, 1997 (XXVII of 1997), the Police Order, 2002 (Order of Executive Director No. 22 of 2002) and any other law for the time in force.
Changing all powers
In addition to such powers, the federal government can, in general or special order, confer or impose any of the Federal Police for any of the powers or duties conferred or taxes on a police officer of any kind or qualification for any promulgation for the moment in force.

“All assets and liabilities of the border police, of any nature and where it is located, at the beginning of the Federal Police Ordinance was transferred and granted in the Federal Police,” he added.
“All rules, regulations, notifications and orders made or issued under the Border Constabulario Law, 1915, to the extent that they are not incompatible with the provisions of the Federal Police Ordinance, it will be considered that it has been established or issued under the corresponding provisions of the Federal Constabulary,” the ordinance said.
