The National Regulatory Authority of Electric Power (Nepra) has issued a notice of show cause to K-Electric (KE) after the Energy Distribution Company did not present a satisfactory response on discriminatory policies on the elimination of load in Karachi.
Nepra had taken a serious notification of alleged excessive and persistent charging presumption during the summers, and ordered KE to end consumer miseries.
In a letter to the executive director of KE, the regulatory agency declared that he had received a large number of complaints about the persistent and excessive load tartar in several areas of Karachi.
In a notice issued on June 23, a copy of which it is available with Dawn.comThe Power regulator said that energy distribution companies are obliged to supply electricity in a “non -discriminatory” base to all consumers, and will have schedules to throw up to 30PC of their load in the NTDC instructions.
When indicated, energy distribution companies (disc) can announce the load load in the order, namely: supply to rural areas, residential consumers in the urban area, agricultural consumers, industries, schools and hospitals and defense facilities.
The regulator said that electric companies should prepare load load schedules in a non -discriminatory way.
Nepra sought on the explanation of KE on January 8, 2025, for breach of the authority of authority and carrying charge in violation of the nepring law.
In this sense, a feeder that contains commercial losses (theft and lack of payment of quotas by some consumers) goes out completely for a few hours a day despite the fact that some consumers are regularly paying consumers.
“This establishes that compatible consumers are being punished unnecessarily due to some delinquent,” he added.
Nepra said that the electric company can carry out loading off at the transformer level mounted on the post (PMT) in the regulator instructions or in the case of generation shortage and transmission limitations.
He said that KE has installed AMI/AMR meters to identify specific energy losses at the transformative level and could remotely disconnect the supply. However, despite achieving commercial benefits, “it is not ready to relieve the people of Karachi.”
He added that during the public audiences on the adjustment of the cost of fuel (FCA), the “Karachi people complained to a large extent of the excessive load breeding.”
NEPRA has issued KE directives to start the load load at the PMT level instead of the feeder level, but pointed out a serious breach that has led to “an improper suffering of consumers who pay good and faced discriminatory behavior in terms of receiving the supply of electricity that (it) its basic right.”
Ke presented in response on January 27, 2025, and after the detailed deliberation, Nepra concluded that the electric company did not provide a satisfactory explanation.
Nepra delivered a notice of show cause to the electric company and told him to present an answer within fifteen days.
He warned that breach could lead to a maximum penalty of RS200 million and an additional penalty of RS100,000 per day.
